Solar Net Metering Policy Change Introduces New Billing System
The solar net metering policy change has been approved for all solar users across Pakistan. The Ministry of Energy cleared the new policy after consultations with key stakeholders.
The new policy replaces net metering with a net billing system. Under net billing, authorities set the per-unit rate for solar electricity at Rs11.
NEPRA sources said the government finalized the decision after months of discussions. The new system introduces a fixed rate for electricity generated through solar panels.

Officials confirmed that the solar user agreement period has been reduced to five years. Instead of extra surcharges under net metering, users will now receive a per-unit exchange value.
According to the policy, NEPRA will decide the price of solar-generated units. Consumers will pay for electricity they use based on NEPRA’s approved tariff. Solar-produced units will carry a fixed rate.
Earlier, solar users benefited from a rate of Rs25.98 per unit under net metering. Under the new rules, users with loads below 25 kilowatts must obtain a license from NEPRA. Previously, domestic, commercial, and industrial users up to 25 kilowatts were exempt.
Sources said the Ministry of Energy, DISCOs, and NEPRA completed the procedure after extensive consultations. The ministry informed the federal government that the old system was no longer sustainable.
Energy ministry officials stated that setting solar tariffs remains NEPRA’s responsibility. They added that rules and tariffs change over time and consumers will not face a major impact.
