Pakistan Solar Net Billing System Rates Slashed for Users

Pakistan solar net billing system changes bring bad news for solar users. Authorities cut the rates for selling electricity to the national grid. Officials also launched a new net billing system.

NEPRA issued the notification for the Regulations 2026. Old solar users will continue to sell electricity at the previous rate of Rs25.32 per unit. However, officials sharply reduced the rate for new users.

New users will now receive only Rs8.13 per unit. This rate is more than three times lower than the previous rate. Officials reduced the price by Rs17.19 per unit for electricity sold to the national grid.

Authorities also introduced a new net billing method for both old and new users. A consumer unit will no longer equal a government unit. Consumers will now pay for all electricity taken from the national grid according to the official tariff and slab system.

Officials also reduced the license period for new net metering users. The license term dropped from 7 years to 5 years.

The Power Planning and Monitoring Company reported that Pakistan has installed 7,000 megawatts capacity of net metering solar systems. Experts estimate that off-grid users generate 13,000 to 14,000 megawatts of electricity.

Energy experts say the new regulations may increase the trend of installing off-grid solar systems.

Pakistan has 466,000 solar net metering users. A Power Division report shows that 82% of these users live in major cities.

Lahore has 24% of solar users. Multan has 11%. Rawalpindi has 9%. Karachi has 7%, and Faisalabad has 6%.

These major changes in the Pakistan solar net billing system may shift consumer interest toward off-grid solar solutions in the coming years.
